Virgin Mobile and O2 users pay no roaming fees in the EU.

Virgin Mobile and O2 phone users will not incur roaming charges when sending messages from other networks to reapply additional fees after Brexit. This means that customers traveling to Europe can use mobile data and make calls and SMS with duplicate transactions like in the UK.
Vodafone, EE, and Three are all set to reintroduce roaming charges for customers traveling to Europe this year. Before the UK left the EU, consumers could use their calls, text messages, and data in their mobile rates in any EU country after the block ended roaming charges in 2017.
Mobile networks delay refunding roaming charges in the EU
Prime Minister Boris Johnson tweeted that he welcomed Virgin and O2 to continue roaming for free across Europe.
"We started the year by giving our customers peace of mind: we will not reimpose roaming fees for O2 or Virgin Mobile customers in Europe," said Gareth Turpin, chief commercial officer.
"With so many Brits now looking to plan overseas trips, our customers are protected, and additional roaming charges will be a lesser thing to worry about."
Vodafone plans to refund roaming charges by the end of January, while EE is expected in March. However, both networks are delaying the early reintroduction of costs due to testing and technical issues.
Meanwhile, Three will introduce taxis in May.
Customers who join EE or upgrade to EE after 7 July 2021 pay a daily roaming fee of £2 in EU countries, while Vodafone charges the same for people who join their contracts.
However, both companies will have tax avoidance offers, with EE customers able to purchase a 30-day roaming card for £10 and Vodafone users paying £1 per day for an eight or 15-day card.
Tiga carries a daily fee of £2 for those joining or upgrading after 1 October 2021.
