The regulator's approval comes as the British government seeks to increase domestic energy production following Russia's invasion of Ukraine.

Shell's proposal was initially rejected in October on environmental grounds. UK Business Secretary Kwasi Quarteng welcomed the decision. "We charge renewable and nuclear sources, but we are also now realistic about our energy needs," he said on Twitter.

Shell said they expect to spend £500m in the UK to develop the new plant. But environmentalists condemned the move. Activist group Greenpeace said they believed the permit might be illegal and were considering legal action.

"The Jackdaw approval is a desperate and destructive decision by the Johnson administration and proves that there is no long-term plan," said Amy McCarthy, a Greenpeace political activist. Energy independence is a key theme in the UK's energy strategy announced by Prime Minister Boris Johnson in early April.
